Understanding Managed Access Providers (MAP) and TOTSCo in the UK broadband market

What is a Managed Access Provider (MAP)?

A Managed Access Provider (MAP) acts as an intermediary, facilitating the connection between communication providers and centralized hubs like the TOTSCo Hub. MAPs are essential in managing message exchanges during the switching process. They ensure that customer data and other necessary information are securely transmitted between the gaining and losing communication providers. MAP services can be broadly categorized into three types:

  1. Technical MAP: The MAP hosts the solution, and the provider interacts through a user interface, overseeing the technical aspects of the switching process.
  2. Full Management MAP: The MAP handles everything, including billing and interfacing with TOTSCo, offering a fully managed solution for the provider.
  3. Insourced MAP: The customer hosts and operates the MAP within their systems and must sign a user agreement and pay hub charges to TOTSCo. 

What is TOTSCo and Its Mandate?

TOTSCo was established in June 2022 by industry stakeholders to o deliver fixed voice and broadband switching processes mandated by Ofcom, the telecommunications regulator in charge of operating the TOTSCo Hub for the One Touch Switch process. TOTSCo operates the TOTSCo Hub, a centralized messaging platform responsible for managing the exchange of customer details and other required data between communication providers during a switch. The OTS initiative aims to simplify the process of switching residential fixed voice and broadband services, thereby promoting customer choice, convenience and innovation. Communication providers are required to connect to the TOTSCo Hub and comply with the OTS process. Non-compliance may lead to Ofcom enforcement actions, including fines.
